The blade appears to be by one of the group of smiths working in the castle town of Mito under control of the Tokugawa family.
The first known generation Norikatsu (Tokusho) was named Katsumura Hikoroku, a retainer of Mito Han and a student of Norimune. His son Katsumura Hikotaru, Norikatsu II, continued to make swords in Mito Province (present day Ibaraki Prefecture). Tokugawa Nariaki (1800-1860), lord of Mito and deified as Rekko was a swordsmith, and is known to have been a hammer-man assistant for Norikatsu.
