Horacia Garcia was a disciple of Thomas Sommerscales and along with Casanova Zenteno was an important Chilean Marine artist. He was an officer in the Chilean Navy, circa 1910. His painting of the U.S.F. Constitution is in the collection of the White House, gifted to the Secretary of State on a visit to Chile on behalf of the President of Chile for President Franklin D. Roosevelt.
