FIRST EDITION. According to Schumpeter, Broggia was one of the originators of a pure theory of taxation. His Treatise on Taxes, Money, and the Policy of Public Health is "a digest of all that was best, not only in the public-finance literature of the eighteenth century but also in most of that of the nineteenth" (Schumpeter p.205).
