Count Zakhar Grigorievich Chernychev was styled Minister of War to the Empress Catherine the Great of Russia, following his famous capture of Berlin in 1760. Under Catherine the Great, Count Chernychev became President of the War College and Imperial Field Marshal in 1773. Prince Potemkin's jealousy concerning Count Chernychev's administrative powers prompted him to send him away to govern Belarus. Count Chernychev used this post to institute the 1775 reform of the regional administration across the empire and become the first governor of the re-established Moscow guberniya.
