Churchill's dismissive attitude towards the aspirations of colonial subjects was to be enduring. The 'suppression of rioting' he refers to may conceivably include the appalling Jallianwala Bagh massacre in Amritsar only two months previously, when British soldiers under Brigadier-General Reginald Dyer had fired 1,651 rounds into an unarmed and trapped crowd, killing at least 379 and wounding three times as many.
