Hyde was at this stage an effective first lord of the treasury, and achieved an uncharacteristic improvement in the King's chronically embroiled finances: 'Hyde's prudent management of the king's finances presumably account for his being raised to the peerage as Viscount Hyde of Kenilworth in April 1681, and earl of Rochester in November 1682' (ODNB).
