This firman is addressed to Mushir Mahmud Pasha, the Commander in Chief of the Istanbul Garrison. His son, Muhammad 'Ali Beg was granted with the honorable status of Farashat for his honourable service. This was granted with the confirmation of a Mushir Sayyid 'Abd al-Rahman Nafiz Pasha.
