CONGRESS COUNTS THE ELECTORAL VOTES ELECTING WASHINGTON PRESIDENT IN 1789. A dramatic newspaper report from the Federalist organ, the Gazette of the United States, describing the official Congressional certification of Washington's election as the nation's first president. "The...votes of the Electors for President and Vice President of the United States...were as follows--" A table lists Washington and John Adams along with the ten other men to receive votes (and the states that awarded them). John Jay was third with 9. John Hancock received 4 votes, none from Massachusetts oddly enough. The paper goes on to report that "Mr. Madison came from the House of Representatives" to request that "the notifications of the election of the President and Vice-president of the United States should be made...in such manner, as the Senate shall be pleased to direct.'" Charles Thompson was selected to notify Washington, and Sylvanus Bourne tapped to tell John Adams.
