A HIGH-SPIRITED LETTER ON THE FREE TRADE CONTROVERSY. The present situation is 'too obscure' for decisions to be taken, and a pamphlet by prime minister Arthur Balfour should not be treated too hopefully -- its 'academic vapourings' may be revealed by the ongoing cabinet reshuffle to be intended merely to cover for the protectionist campaign of MP for Birmingham Joseph Chamberlain -- 'Behind the embroidered curtain of his reasonings are the Birmingham battering rams'. The free traders must however reserve judgement until it is clear whether Balfour and Chamberlain are acting together or are divided; he begs his cousin to remain reserved in public for the present, the future being 'absolutely inscrutable ... but we shall have light soon'.
Balfour had just attempted to stifle the Free Trade controversy by forcing the resignations from his Cabinet of both the principal protectionists (led by Chamberlain) and their free trade opponents -- a move which mystified more political observers than Churchill.
