8° (260 x 165mm). (Tear in the inside margin of the title, some light soiling.) Contemporary green morocco, sides with gilt and blind border, the upper side centred with a gilt double-headed eagle, 'Elagin Dvorets' stamped in gilt at spine foot, white moiré-style endpapers (light wear at the extremities, endpapers lightly discoloured). Provenance: Nicholas I's Own Chancellery, Second Department (binding) -- Elagin Palace (binding) -- 'Printed in Russia' (small import stamp) -- Alexander Sarandinaki (bookplate).

FIRST EDITION. THE ELAGIN PALACE COPY. Elagin was rebuilt for the Dowager Empress Maria Feodorovna by the great architect Carlo Rossi. After 1828 it became an Imperial summer residence. The regulations in this publication also address the provision of facilities for foreign prisoners, and supplement exisiting statutes on the treatment of individuals in custody.
