FIRST EDITION of the author's principal work, dedicated to Felipe V, in which he defined the causes of Spain's economic decline and proposed how it might be halted. Ulloa believed that Spain's recovery was hampered by numerous taxes and internal customs dues, along with high food costs. He proposed investment in infrastructure and the manufacture of goods such as soap and glass, whilst emphasizing the need to protect and develop overseas trade, in particular the export of Spanish goods to the Americas and Philippines.
