Williams studied in Antwerp and Paris and began exhibiting at the Royal Academy in 1888, his works from Concarneau were exhibited there in 1910. Other artists such as Frances Hodgkins (1869 -1947) and Owen Merton (1887-1931) were also drawn to the picturesque fishing village.
