Werbell was an Office of Strategic Services (SOS) operative and firearms engineer. He served as a guerrilla operative in China during World War II where he was reputedly gifted these two paintings by a Chinese warlord in 1945. He later served as a Major General in the US Army during the Vietnam War in the 1960s. It is in Vietnam that he met Lt. Col. William Mozey later gifting him these scrolls. Mozey built an extensive collection of Japanese weapons, thought to be one of the largest in the world, that he donated to the National Infantry Museum in Columbus,Georgia, US.
