The inscription reads:

Charles Emory Smith
Postmaster General
April 21, 1898
January 15, 1902

Charles Emory Smith (1842-1908) served in the cabinets of Presidents McKinley and Roosevelt as Postmaster General from April, 1898 until January, 1902. His greatest legacy was the establishment of the system of delivering mail to rural areas, which this punch bowl commemorates.
