Moule was an Antiquarian, a map-maker and Chamber Keeper to The Lord Chamberlain's Department.
The drawing of His Majesty's Bed possibly relates to designs made in the Office of Sir Jeffry Wyatville (1766-1840) which like the present work were also numbered '202', see H.Roberts, For the King's Pleasure: George IV's Apartments at Windsor Castle, London 2001.
