The sitter wears the insignia of a Knight Commander of the Most Distinguished Order of St. Michael and St. George (the neck badge and breast star), and the Commemorative Medal for Queen Victoria's Diamond Jubilee (1897). The uniform is probably that of a Privy Counsellor.
