Notes setting out the framework for armed interventions even in the absence of UN backing, referring retrospectively to the examples of Kosovo and Rwanda and looking forward at the threat of Saddam Hussein, noting the potential for the formation of ‘Coalitions of the willing … led by the U.S.’. 3 pages, 242 x 188mm, in black pen, with underlinings in red and blue, annotated ‘9 out of 15’ at upper left on p.1.
