Four important British government papers detailing the arrangements for the post-WWI make-up of Mesopotamia, installing Feisal as a British client king. At the 1919 Peace Conference at Versailles, Feisal and T.E. Lawrence's hopes of Arab self-determination were dashed by British and French imperial ambitions. After much diplomatic wrangling, Feisal was given control over inland Syria, much to France's anger, who felt that under the terms of the Sykes-Picot treaty, such territory was due to them. Feisal himself was unable to persuade Syrian nationalists of the deal that he had managed to strike, and with his support withering, France moved to have the Syrian mandate allocated to themselves at the San Remo conference in 1920. At the end of July 1920, French troops moved into Damascus, and expelled Feisal. However, the Arab-nationalist seed that had been sown in Syria spread to Mesopotamia, and Britain, their plans to run the oil-rich state along the lines of colonial India frustrated by armed insurrection, turned to Feisal. After a plebiscite engineered by the British so that 96% of the electorate declared their assent that Feisal should be King of Iraq, Feisal was installed as head of state in August 1921.
