The sitter was the eldest son of Henry Radcliffe, 2nd Earl of Sussex (1507-1557). As a young man he served in the army. In 1551 he was put in charge of the marriage negotiations between King Edward VI of England and a daughter of Henry II of France, and was subsequently appointed by Queen Mary to secure a union between her and Philip II of Spain.
He married, first, Elizabeth, daughter of Thomas Wriothesley, 1st Earl of Southampton and, secondly, Frances, daughter of Sir William Sidney of Penshurst. Frances was the founder of Sidney Sussex College, Cambridge.
The original painting after which the present portrait derives is by an unknown British Artist, painted circa 1605-08, probably painted for Thomas Sackville, 1st Earl of Dorset (1536-1608). It is in the National Trust Collection at Knole, Kent. Another version of the present enamel by Henry Bone, also dated 1816, is at Kingston Lacy, Dorset (inv. no. NT 1250537). The preparatory drawing for the present work is in the National Portrait Gallery, London (inv. no. NPG D17168).
