Born in 1925 in Pavlovsky Posad. In the 1950's Goltsov studied at the Moscow Art Institute named after the Revolution of 1905 and then later at the Supreme Art Institute of Moscow named after Surikov. Many of his works are in the Gallery of Khimki and in the collection of the Art Fund.
