Homer Cheng Hui Ming (1906–1954) was born in Foochow, China, and graduated from Fukien University. Later, he followed his mother-in-law, Dr Hsu King Eng, Foochow’s first female doctor, to settle in Singapore.

Cheng joined the Chinese Secretariat of the Singaporean government and later rose to head the Chinese Affairs department. Trusted for his ability and integrity, he was awarded the MBE by the British government.

Cheng also set up the Chinese Advisory Board, Chinese Schools Co-ordinating Committee and China Society, bridging the Chinese community and the government. Known for his diligence, honesty and humility, he was highly respected by both the community and his church. He helped many Chinese in Singapore and was loved by many.
