NOTE:
The recipient may have been Zhang Pinghua (1907–2001), originally named Zhang Chucai, born in Shizhou Township, Yanling (formerly Ling County). He joined the Chinese Communist Party in 1927 and successively was responsible for propaganda work in the Red Second Front Army and the Eighth Route Army, later serving as Secretary of the Harbin Municipal Party Committee. After the founding of New China, he held important positions including Secretary of the Wuhan Municipal Party Committee, First Secretary of the Hunan Provincial Party Committee, Secretary of the Shanxi Provincial Party Committee, Minister of the Propaganda Department of the CPC Central Committee, and Vice President of the Party School of the CPC Central Committee.
