Harry Lawson, Viscount Burnham, a Liberal and later Unionist M.P., succeeded his father as director of The Daily Telegraph in 1903 and helped to frame the Representation of the People Act of 1918. He was president of the International Labour Conference and the Empire Press Union for several years. He is chiefly known as chairman of the committees which inquired into the salaries of teachers and which recommended the Burnham scales.
