Probably German, late 19th century, with pseudo French marks
Baluster shaped and on circular foot, the bulbous lower body cast and chased with rocaille and panels depicting Neptune and Pluto in chariots, with two handles cast and chased as nereids with scaly dolphins, the waisted shoulder chased with coats-of-arms between garlands, with tied border, marked on foot, also with later French control mark on rim
