Born in Dublin, O'Neill became a leading member of the group of artists who settled at Cranbrook, Kent, in the 1850's. Whilst fellow members of the group, such as Thomas Webster, the brothers F. D. and George Hardy, J.C. Horsley and A.E. Mulready, owed a pronounced debt to Wilkie and 17th century Dutch genre painting, O'Neill generally varied childhood subjects with genre scenes of wider scope and more robust humour.
