Theodor Weber began his studies in Berlin under the tutelage of Wilhelm Krause in 1854. Shortly thereafter, he moved to Paris and enrolled in the atelier of Louis-Gabriel-Eugène Isabey and by 1858 he was already exhibiting at the Paris Salon. He traveled to Londond and Brussels in 1870 and 71 but then returned to Paris, becoming a French citizen in 1883. In 1886, Weber was appointed official painter to the Naval Ministry and the Ministry of Colonies. He also painted regularly for Hachette and Tour du Monde, the leading maritime publications of the time in France.
