According to our research, the translation for the inscription on the cuvette written in Russian is Pavel Buhre, Producer, For His Majesty's Court.
Pavel Buhre was born into a family of watchmakers who settled in Russia in the 19th century. He provided most of the watches commissioned by the Imperial Family during the reign of Nicholas II. In 1899, the firm recieved the title of Supplier to the Imperial Court.
The use of a double-headed eagle on the Russian coat of arms goes back to the 15th Century. With the ascension of the Romanov dynasty during the 17th century, the image of the eagle changed, to appear with three crowns. The eagle was also designed with spread wings ahdn holding a scepter and orb in its claws. The color of the eagle also was changed from golden to brown, which would be retained until the fall of the Russian Monarchy in 1917.
