SCARCE ARCTIC BALLOONING PAPER. Shepherd's invention was intended to help explorers distribute messages in the harsh climates they would encounter. This paper outlines the apparatus, mode of using the apparatus and instructions for using the balloons. Shepherd's design involved casks used as generators for making hydrogen gas.
