Around the central medallion is what is probably a repat of the word al-ta[ma], 'entirety'.
Around the rim, al-'izz wa'l-baqa wa'l-dawla wa'l-thana wa'l-n'ima, 'glory and long life and wealth and praise and [God's] grace' and repeated al-'afiya wa'l-tama, 'health and entirety'.
