The arms are of 'Carter, of St. Columb in Cornwall, derived from a Staffordshire family. This service was possibly made for the Rt. Hon. Thomas Carter, Master of the Rolls, a Secretary of State and a Privy Councillor, who married in 1719, Mary, daughter and co-heiress of Thomas Claxton of Dublin (Mary’s sister was married to the Earl of Rosse)’. The author goes on to explain that two further services with the Carter arms were made about a decade later than this one.
