LIMITED EDITION, number 5 of 50 copies DESIGNATED IN FDR'S HAND on the verso of the last leaf: "50 copies printed for me January 1925 No. 5 Franklin D. Roosevelt." PRESENTATION COPY, INSCRIBED BY ROOSEVELT TO HIS SON on the front free endpaper: "John Aspinwall Roosevelt from his affectionate father Franklin D. Roosevelt 1925." AND LAID-IN IS A TLS BY GRACE TULLY, THE PRESIDENT'S SECRETARY, addressed to Lieutenant John A. Roosevelt in Boston, Washington, 9 November 1943, 1 page, 8vo, on White House Stationary, forwarding the volume to John A. Roosevelt: "In looking through the library at Hyde Park, the President came across this inscribed copy and asked to have it sent to you. With every good wish to you, Anne and the children."
The text of this volume reproduces the 1777 manuscript in FDR's possession which established, by the first constitution of the state of New York, the Council of Appointment to appoint all state officers, both civil and military, whose appointment was not provided for in some other way.
