Colonel Harold Eustace Coad was born in January 1876 and originally appointed an Assistant Surveyor on the Staff for R.E. Services in November 1899. Advanced to Inspector of Works in April 1907 and to Captain in November 1911, he served in France and Flanders between September 1917 and April 1918, and again between September and November of the latter year. Coad gained further advancement to Major in July 1917 and was awarded the Portuguese Order of Aviz in respect of 'distinguished services' rendered during the War. Remaining a Regular following the end of hostilities, he attained the rank of Lieutenant-Colonel and Superintending Inspector of Works in February 1931 and that of Colonel and Inspector of Works in November 1938. He finally retired in January 1941.
