The official Elgin ledger starts with serial No. 101 with the first 100 watches apparently having been set aside as presentation pieces for important dignitaries. Frederick Ferdinand Low (1828-1894) served as an U.S. Representative in 1862 and as the Governor of California until 1867. In 1869 he accepted an appointment to be the United States Minister to China. He remained in this position with the title "Envoy Extraordinary and Minister Plenipotentiary" until July of 1873.
