SIGNED A MONTH BEFORE THE CONSTITUTIONAL CONGRESS convenes in Philadelphia. Franklin approves a pension authorization for “John Woodhouse, late Lieutenant of the 3rd Regiment of the Pennsylvania line, for the sum of [£34. 9s. 6p.). On May 25 the state delegates to the Congressional Convention began their deliberations which, a few months later, approved the draft of  a new Constitution.
