Elaborately engraved with heading at top "The President of the United States of America," a large American Eagle and the "E Pluribus Unum" motto amidst billowing clouds, crossed flags, cannon and other military paraphernalia at the bottom, with small legend "engraved by J.V.N. and C.H. Throop, Washington City." Lincoln and Stanton appoint Frank C. Emery "Commissary of Subsistence of Volunteers with the rank of Captain." With documentation on Emery's military career.
