Tokuoki was born in Kyoto the son of a haikai poet. In 1813, he became the student of Kawarabayashi Hideoki, and after making kanagu for the tanto belonging to the Emperor Komei (1847-1866), he received the go Ichigyosai. The previous year, he was given the title Tokuma Daijyo for making kanagu ordered by the Tokugawa shogunate.
