INSTRUCTIONS FROM THE SECRETARY OF THE TREASURY. A circular letter to a Connecticut Treasury officer: "You will have observed that a Seal is to be prepared and sent you for stamping certain certificates. A Screw Press will consequently be wanted for making the impression with the Seal. This you will procure and make a charge of the price. They are made here [in Philadelphia] at about twelve Dollars..."
