"This pamphlet was written in answer to letter 42 (Jan 30, 1771) of Junius. It contained a history of the Islands from the earliest times to their seizure by the Spaniards and their restoration to the English, without prejudice to the question whether the Spaniards possessed 'the prior right of sovereignty', with a long dissertation on the evils of warfare and the reason why war against Spain should not be declared. At page 37 is a paragraph attacking the 'feudal gabble of a man of lessening character' [Lord Chatham]."
