'Down With The Rump' was a slogan in support of the Restoration of the Stuart monarchy after the death of Oliver Cromwell. 'P.C.' refers to Prince Charles (later Charles II) and the 'Rump' to the House of Commons, known as the Rump after the Long Parliament was purged in 1648, leaving only a small percentage or 'Rump' of the original members elected in 1641.
