HAMILTON BECOMES A MAJOR-GENERAL AND GIRDS FOR WAR AGAINST FRANCE

With the American public enraged at France following the XYZ Affair, President John Adams turned to the great figures of the Revolution to mobilize a new army for a possible war with America's former ally. He asked George Washington to again lead the troops, and Washington agreed on condition that he had Hamilton "as a Coadjutor, and as assistant in the turmoils I have consented to encounter." (McDonald, 340) For his part, Hamilton told Adams "the place in which I should hope to be most useful is that of Inspector General with a command in the line," (McDonald, 340) and he assumed his new post (along with the rank of major-general) in July 1798. In 1799 he writes to Capt. Irvine of Carlisle, Pennsylvania: "The superintendence of the recruiting service everywhere being under my direction, you will hereafter communicate with me concerning it, and make your returns to me. I send you a sett of new recruiting instructions to which you are shortly to conform in whatsoever is relative to your situation." Hamilton, who had always dreamed of achieving military glory, set about planning ambitious campaigns against French holdings in Louisiana and Florida, and was bitterly disappointed in President Adams when the crisis was resolved diplomatically.
