This short poem is recorded in Yutishi Sanji, 'Imperial Poems, volumn 3', juan 65. The inscription may be translated as:

The Nuyi spirit governs this flower,
blossoming monthly a fragrance for all seasons.
The Autumn chrysanthemum and Spring orchid would like to ask,
who is eligible for the title, 'Eternal Spring'?
