This seal bears the arms of the Counts de la Gardie. Originally a French family, they relocated to the Baltic, first serving Denmark and then the Kings of Sweden as generals and statesman -- Axel Julius de la Gardie served as the Governor General of Estonia in the 18th century. Their estates were in Estonia, Schloss Fellin, being the most important.
