The mark may be read, Gongming fugui, hongfu qitian, and may be translated, 'Riches and honor, and abounding happiness reaching to heaven'.
A similar dish dated to the Qianlong period and with a similar mark on the base, one of a pair in the collection of the Percival David Foundation, is illustrated by R. Scott, For the Imperial Court - Qing Porcelain from the Percival David Foundation of Chinese Art, pp. 96-7, no. 32, where the author notes that "the decoration on the interior of the dish provides a rebus for the same auspicious wish" (as the mark).
