TWO 1868 FORT LARAMIE TREATIES AND AN EARLIER PACT WITH THE MANDAN TRIBE Here the Mandans and the government agree to "admit and license traders to hold intercourse with said tribe, under mild and equitable regulations." To prevent isolated outrages from escalating into larger conflict, the treaty stipulates that "for injuries done by individuals, no private revenge or retaliation shall take place." Complaints were to be handled by the superintendent or agent of Indian affairs. The Crow and Cheyenne treaties provide for the conversion of the tribesmen into farmers, and to provide them "elementary branches of an English education" in order "to insure civilization."
