Norbert joined his older brothers Jan Frans and Pieter van Bloemen in Rome in circa 1690, where he depicted the everyday Roman street life that became known as bambocciate. He became a member of the Bentveughels and was nicknamed Cefalus of Cephalos.

The present picture depicts the Janus arch with the remains of the original top of circa 356 AD still present. In 1837 the top was demolished by mistake, because it was believed to be medieval.
