A letter to a friend referring to his project for a new publication, a revolutionary Revue, and taking a pessimistic view of the repressive policies of Napoleon III. 'Mes doutes viennent tous du gouvernement. La chose impériale va si bien; il arrive au futur César tant de protestations contre-révolutionnaires, tant de félicitations de sa conduite qu'il a tenue en décembre et depuis contre les socialistes; il me semble lui-même, malgré son flegme, tellement enivré des ovations, plus ou moins sincères, plus ou moins spontanées et générales, qu'il reçoit en chaque lieu; que je doute sérieusement d'une plus longue tolérance soit des journaux indépendants, ou appartenant à d'anciens partis'.

Proudhon, the first person to describe himself as an anarchist, founded three periodicals during the Second French Republic (1848-1852); the present letter was written shortly before the president, Prince Louis-Napoleon Bonaparte, proclaimed himself Emperor.
