The four inscription cartouches each state that this carpet was commissioned for 'Awn al-Mamalek and that the commission was ordered through the courtier Sayyed Razi Mustawfi in 1291.

Mirza Yusif Mustawfi al-Mamalik (d. Rajab 1303/April 1886), was the Prime Minister of Nasir al-Din Shah between 1301 (1884 AD) and 1303 (1886 AD) (M. Bamdad, Dictionary of National Biography of Iran, 1700-1900, vol. iv, Tehran, 1966, pp. 478-90).

In 1291 (AD 1874-5), he was the Interior Minister, in charge of the Treasury, and also Governor of Tehran.
