See Leslie B. Grigsby, English Slip-Decorated Earthenware at Williamsburg, Williamsburg, Virginia, 1993, p. 48, pl. 55, for a similar dish by Simpson painted with a full-length portrait and flanked by the initials GR, probably for George I. The author also suggests that this initial may also stand for Gulielmus Rex, indicating that the portrait may represent William III.
