Williams approves a slate of six men "nominated to be tavern keepers or Inn Holders in the Town of Lebanon for the year ensuing." Williams's signature appears with 12 other Justices of the Peace, Select Men, Constables and Grand Jurors who constitute the "Civil Authority" of the town. Williams served the state of Connecticut almost continuously for 40 years, either in local or Congressional posts, and he was "was one of the pivotal figures of the revolutionary era in his home state" (DNB).
