A noted statesman in the first half of the reign of Alexander I, he became a senator in 1806, and later a member of the council of the Empire, director of the Vilensk and St. Petersburg universities, commissioner in Poland 1830-34, and president of the Academy of Sciences. Created count in 1833 he was a knight of the Order of St. Andrew.
